I'll tell you this, maybe you don't have any good use for it, but I do. I've been needing a good Fel Troll Beserker skin for ages now, this is the first one i've been able to locate.
www.gimp.org download gimp its good ms paints not get the message. (paints good if u are blind or are extremely skilled at digital art) 
this kinda looks like the worst filter in the history of man kind with the aditional lak of any drawing skills..

Yes it does, as long as it actually applies something good. If you've been here for over a month, look at a lot of skins, and still make crap, then first skin has no backup. If you just registered, are eager, ask a couple good questions in the skins forums, and turn out something average, causing someone to flame you, then you have justification of "first skin." Also, the "I'm only 12/13..." excuse also offers no backup
