Well, in a way yes, look at Hueter's Gimli, and you'll see a strong resemblance, but nonetheless, it's a nice skin.

He loks a little bit too Icy in the screeny.
And it does mostly look like a recolor and CnP, but that is not very bad, it's just not good enough to give a 5.

I think this deserves a 4/5 tho.

Pretty nice, I particularly like the axe and his mask. You might want to make him not so icey though. But he still looks awsome.
