Two methods of flames, one using triggers, the other units. Pretty simple, but I haven`t been using TFT for a while and I`ve forgotten most of what I knew. (><)

NOTE: I`m using 1.18 here because for some reason it won`t patch.

It may not be apparent, but the triggered flame effect (the one that burns on the unit's head after leaving the region) only works for one unit; if two leave at the same time, only one of the flames will disappear. Does anyone know any way around this?

You could solve that problem by making sure that there cannot be 2 fires at the same time or then by using variables like Div_S said.
well, try to use more variables
instead of "Unit Group - Remove (TRIGGERING UNIT) to Flamin set a variable : name* = Unit Group
unit* = Unit
something like that... maybe it works after u doing this

Thats because u destroy the last created effect. If a unit gets an effect and then another unit, that effect is the last created so that will be removed

Is there any way to make the non-triggered flames un-selectable?

Give them the ability: 'Locust'
I have two questions for any more experienced spell-maker (or just anyone who knows how):
