My Hero is stuck on level 5.

My Hero is stuck on level 5.

My custom hero is stuck on level 5.

This is a single map where I want him to level up to not only 5, or 10 but to like 15.

How do you do this?

It may be because your only source of experience is neutral hostile creeps. Go to the gameplay constants and change the creep reduction table values if that's the problem...
