There are no programs for WC sounds

Why? Cause they're wav sounds

There are heaps of programs for recording wav sounds

And there's a program on your computer at this VERY instance that can make it so what you type is played back

your asking for an extremely sophisticated and smart program that i would use to make prank calls.
