where can i find a file converter that is free? and i want the best one that can do .tga and all that stuff to make custom loading screens

A free file converter? The net is full of them. So to convert popular file formats you can use Irfan View.

this reely can make custom backgrounds? and convert .tga ---> .gif or .jpg?
