Do the elements need to be placed in a certain order? Can they be mismashed in anywhere? What elements are generally needed on a skin? How do you make a skin so that it's readable for someone else to take your skin and put it on a model?

what do you mean by 'element'? To make it readable for model, convert it to .blp or .tga, use Warcraft 3 viewer tool.
