I believe the limit is 96 is there any way to change it, the consants dont say anything about the neutral passive.

Nope. Try having the game create those units after the game has started. There's a cap on all classes of units, NH, NP and player units.

whatI find easier to do myself, is create the units for a differnt player, and just "change ownership" of those units to neutral passive. That way you don't have to make a bunch of regions or points where you want the units to be created.
