Enhancing On/Off Spells with triggers?

I was as curious to know if it was possible to run a trigger that detects when an ability is turned on or off. Immolation for example. Is it possible to make a trigger that says When a caster activates immolation, do X and visa versa. Any help?

Those work with "An Unit Is Issued An Order" and (Order Being issued) equal to "Immolation"/"Unimmolation"
