What software should I use to make an icon??

Can someone tell me what software should I use to make an icon?? I'm already tried with adobe photoshop, but its didn't work....

Huh? Rui, this guy is talking about software to make the icon, not extract other warcraft icons... Tiki's tutorial actually includes an icon template... So you don't really need Warcraft 3 Viewer.
