Scaling in Percentage?

i was just wondering if u could increase scale of a unit, also by (adding or sub) and in %.
cuz im gettin sick of scale in decimal or watever its called. i just want to know if its possible and i just wanna c a sample, cuz i was gonna use it like a growing up system.

A multi-level, permanent Avatar skill, or simply 'upgrade' untis to another unit - but make it identical bar slightly bigger...

I thought the decimal was percent?
