What does this mean?

When making an item what do these two lines mean?

Techtree - Requirements (You need to have a certain hero or upgrade to beable to get this item???)
and
Techtree - Requirements -... (What level a hero has to be to beable to get this item???)

If thats what they mean why dont they work?

hmm ive never heard of that level one

well it just has integer so im guessing its something to do with levels

Look, the first one you mentioned means that you need to have a given unit or research given upgrade(example: you want to buy Orb of Fire, and you need Castle for it) and second one is for level of upgrade, I think.
