What are neutral extra and neutral victim for?

Wild Guess: Neutral extra is exactly like neutral passive

Wild Guess: Neutral victim are attacked but will not attack back

Am I right? plz answer me and tell me so.

Neutral victim? Where do you see that? And neutral extra so.. never saw those anywhere

Neutral Victim treats all players as allies, but is treated as an enemy by all other players (except perhaps Neutral Passive).

Haven't a clue about the other, so I shall be watching this thread.
