Download "Warcraft III Image Extractor II", wich can be found in this site. It's a great tool to convert tga/jpg to blp and other way.

I recommend using TGA instead of JPG, since TGA keeps the quality and supports alpha channels. For editing TGA:s, use Photoshop, Paint Shop Pro or GIMP.
