Program to edit unit data

You know this problem, when you have to create dozens of new units and WE passes out for 10 seconds each time.
I somehow remember a program where you could edit the exported (W3U) unit data and add new units etc.

Does anyone know where I can find this or a similar program to solve my little problem?
