does anyone have any tutorials that i could use to cell shade skins so i can make the models that im using cartoonish by dbz budokai..or could anyone expain it to me (make sure that i can do it in photoshop 7.0) so please can someone help me cell shade

sorry but its quite impossible to do cell shading in wc3, its not a skin issue, its a model rendering issue.

ah..cell shading, impossible unless you want to make a new game and use another engine or heavily mod wc3's engine, which inst worth it..
