For your convenience, I'll pass it along. Use the Import Editor to import a custom TGA file as wa3mapPreview.tga
I believe the dimensions are supposed to be something like 256x256 and it should be 32 bit. To confirm that, you can do a little bit of searching through the forums there.

Usually in photoshop or even paint you can go to image --> attributes --> and then change the width and height to 128.

when i go to change it it changes them both so i cant change it
like: i change it to 128 and the otehr goes to 98

It's probably becuase you have Preserve aspect ratio checked or something like that. Uncheck it and it should work.
Oh, and it can be either 256x256 or 128x128 - both work.

No, you're right, that was a typo on my part. I'm sorry I didn't catch it earlier. It should be war3mapPreview.tga
