"Public" Zeplin

I want to make a goblin zeplin patrol around the map, that any player can load units into and get out whenever they want. Is this possible?

Try some kind of shared control - just like shops and change Load unit ability of zepelin that it can load frienldy/aly/neutral units - it shall work (but probably players will load units of other ones)
