does anyone know if there is a way to increase the maximum size of item tooltips? right now some of my tooltips barely fit and i would like to elaborate on them more.

sry, but if youd description doesnt fit screen, it can not be read. And even if it can be, noone will read it.

can someone give me a real answer please?

there is no way u can make the space bigger, but maybe u can make a trigger that displays text on screen when a hero acuires the item

but text-message is also limited - you can write long message, but if it is too long, it will hide under UI.
if you want get some long history to your artifacts, make website where you can describe it - ingame info should be strait and should contain only useful information
