Open your map with the world editor click Advanced>Gameplay Constants click use custom game constants
find the lines with heroes and there should be Heroes maximum level ----- 10
change that and you're ready to go!

okay i'm REALLY sure that this is in a tutorial somewhere... if not a lot of ppl deserve to be slapped with some sort of giant fish.#4
