Missing Item Values

I've encountered a strange problem that I've never seen before.
Sometimes when I make an item and give it an ability (say, War Stomp), the item will not show the mana cost of the spell; however, when I cast the spell, the casting unit still loses mana. Additionally, the item will not show the clockwise cooldown thing on its icon, even though when I click on it, I get an error saying that the item is still on cooldown.
I get the feeling I'm missing something completely obvious here. Can anyone help?

Item cooldowns inherit from Cooldown Group.
About the mana cost, I don't know, maybe that's just game bug.

the active ability needs to be first in the
"Item - Abilities" field
