When the spell is casted, nothing happens, no unit and no cloud.

By the way, the hero's spell is based on Inferno.

The main question is, what is the dummy's ability based on? I bet it's not 'Cloud'... You use an uncorrect order.

Does the dummy have a Cloud spell?

Also:
Remember to set the mana cost and cooldown to 0, cast range to 9999, and the levels equal to the level of the main spell. Additionally add the Locust ability to your Dummy.
