how do i make it so that the only things the player can choose at the start map screen is their race and the team that they are on?

No, he said at the start. In the Player Properties->Forces Tab select Use Custom Forces and then Fixed Plkayer Settings. Make sure that the Players are set to what you want.

He said he wants them to be able to choose their race and the team that they're on, not that he wants them to be unchangeable.

You can't make the race and team changeable without allowing the color to be changeable too, and vice versa. Sorry.
