What is the best and FREE skinning program and where can i find it?

I would say The GIMP, Thats what I use.

i download it and it tells me to download some runtime client which i do then it says i need to download some scripts, well im sorry but thats the line o.O i want a editing tool thats one simple download.

There are a few but they just won't really do for skinning. Just find some on www.download.com
