"Govern" ability, how do I?

"Govern" ability, how do I?

Ok I played Genisis of Empires, I seriously like the Govern ability. The map is protected by some 5 protections, and all the triggers are so hard coded even the 2 creators can understand them, I want a govern ability for myself, how do I make one?!

explain what the govern ability should make

The govern ability is attached to the town hall, and the keep and that other building of it(cant remember off the top of my mind). What it does is it allows you to ally people in a new way, declare war, show ur land, and tell how many people you have. The last fuction seems to be the hardest, taxes.

Well darky can anyone but norbo and squashwell figure out how to do this?

Just detect with triggers when the spell is casted and after do what you just want.
