on the demon hunter how do you take his art on his body so that you can make just his skin color there without the black art?

Purely easy. Theres nothing you cant do to get rid of it.

Depending on what your image editing program offers, the tool(s) is has should help you get rid of its designs on the body. Perhaps you can use the push tool.

If your skilled enough, you may want to redraw the body.

when i want to freehand on my image do i delete the body that is already there or freehand over it....if i want to start a fresh body

you make a new layer above the base layer, and then start painting, using the base layer to see where the skin 'goes'

when i made the new layer it doesnt change the picutre after i paint over it....i am using photoshop

Well you can merge the layer that you did paint on downward by going to layers-merge down.
But it really just sounds like you want to paint over the original image....so use the brush tool and paint over it.
