Help with Tga to Blp Conversion

Can someone plz let me know or give me a link on how i would go about converting an icon from tga to blp? I looked for some type of converter all over the place but no luck.

Consider WC3 Viewer, its conversion can handle 24bit .tga icons whilst WC3 Image Extractor cannot.
