Show me The URL where I can Download it ...
A MapEditor that can OPEN Maps Like "Legend of Diablo 101" or "Predator War V1.13"
Or tell me how to open it ...

You already have a Editor.
Its located in your Warcraft III Folder. Its the primary World Editor for every WC3 user.

Maps like those are unopenable as the author has protected it, you can't do anything about that no matter how " good " your editor is.

Some maps can only be opened with a different editor the mapper worked on.

Try WE Unlimited (download it in tools section)
If it still does not work, then the map is protected or corrupted as I said. Don't try going further.
