i have a qustion on the rules of submitting a skin...

i dl'd a skin from here but i didnt like it. so i mod'd it a little, would it be wrong for me to post it?

Basically what he said. Never submit an edit of someone else's work, even if you leave their name on it, without the consent of the original author. But if he gives you permission, then by all means, submit it. But just be sure to note that you were given permission so you don't get in trouble
