Yes, first you have to learn HTML, PHP, or other programming languages and then implement them by writing your own board or just using phpbb like this site does and then implimenting.

Im using phpbb and this board is also an phpbb board. So then i really want to get a design like this. But is it posible to get this style ?

Like I just said, you have to have a great deal of knowledge in HTML, CSS, JavaScript and PHP. The rest is for you to figure out.
