How can i load up my own Loading Screen?Please help me!

I have my own map and it is posted(ROTT)
Every day i make fixes but now the only thing i want is to load up as a loading screen a custom one i made(it's JPG format)

Please help me and tell me how to make it!

Use http://magos.thejefffiles.com/War3ModelEditor/ instead the first link Chaosarmy gave. The one in Tools section is outdated.
